Formerly the Palm Motel, the Area Housing Authority, in partnership with the County of Ventura, purchased this complex in 2003. A complete rehabilitation of the grounds and individual units has been an on-going process. This site was originally a motel which was illegally converted to apartments. Code violations along with significant health and safety issues were just some of the challenges the Area Housing Authority faced. In order to completely rehabilitate the units without displacing the very low and extremely low income tenants, work was done in a unit-by-unit fashion. During rehabilitation of an individual unit, the tenants of that unit were moved to a spacious and clean mobile home on the property. In this way, the tenants were able to maintain their connections with the community and remain near their neighbors.
Once completed SummerWind will feature covered parking, new landscaping, new retaining walls and driveway. Each unit will have been completely refurbished with new bathroom and kitchen fixtures, heating and air conditioning units, and new flooring and counters.
